Prevention of pollution circular issued


Shipping community is informed about the entering into force of prevention of pollution regulations.



The Maritime and Port Authority of Singapore (MPA) has issued a circular regarding the entering into force of the following regulations:

(i) Prevention of Pollution of the Sea (Oil) (Amendment) Regulations 2013,

(ii) Prevention of Pollution of the Sea (Noxious Liquid Substances in Bulk) (Amendment) Regulations 2013,

(iii) Prevention of Pollution of the Sea (Sewage) (Amendment) Regulations 2013,

(iv) Prevention of Pollution of the Sea (Garbage) (Amendment) Regulations 2013

(v) Prevention of Pollution of the Sea (Air) (Amendment) Regulations 2013.

The MPA circular has been included below.

1. This circular informs the Shipping Community on the entering into force of the Prevention of Pollution of the Sea (Oil) (Amendment) Regulations 2013, the Prevention of Pollution of the Sea (Noxious Liquid Substances in Bulk) (Amendment) Regulations 2013, the Prevention of Pollution of the Sea (Sewage) (Amendment) Regulations 2013, the Prevention of Pollution of the Sea (Garbage) (Amendment) Regulations 2013 and the Prevention of Pollution of the Sea (Air) (Amendment) Regulations 2013.

2. The Marine Environment Protection Committee (MEPC) of the International Maritime Organisation had, on 2 March 2012, adopted amendments to Annexes I, II, IV, V and VI of MARPOL 73/78 by Resolutions MEPC.216(63) and MEPC.217(63). The amendments allow Small Island Developing States (SIDS), because of their unique circumstances, to enter into regional port reception arrangements. Shipping Circular No. 9 of 2012 provides further information on these Resolutions.

3. The Prevention of Pollution of the Sea (Oil) (Amendment) Regulations 2013, the Prevention of Pollution of the Sea (Noxious Liquid Substances in Bulk) (Amendment) Regulations 2013, the Prevention of Pollution of the Sea (Sewage) (Amendment) Regulations 2013, the Prevention of Pollution of the Sea (Garbage) (Amendment) Regulations 2013 and the Prevention of Pollution of the Sea (Air) (Amendment) Regulations 2013, which give effect to these Resolutions, will enter into force on 1 August 2013.

4. Copies of the Prevention of Pollution of the Sea (Oil) (Amendment) Regulations 2013 (Government Gazette No. S469/2013), Prevention of Pollution of the Sea (Noxious Liquid Substances in Bulk) (Amendment) Regulations 2013 (Government Gazette No. S470/2013), Prevention of Pollution of the Sea (Sewage) (Amendment) Regulations 2013 (Government Gazette No. S468/2013), Prevention of Pollution of the Sea (Garbage) (Amendment) Regulations 2013 (Government Gazette No. S471/2013) and the Prevention of Pollution of the Sea (Air) (Amendment) Regulations 2013 (Government Gazette No. S467/2013) may be purchased at:
